Kiln operation means 00144 period when any raw materials are fed into the Kiln or any period when any combustion is occurring or fuel is being fired in the Kiln. These events must occur at least 30 days apart to ensure that we are evaluating separate events. This rulemaking does not involve technical standards. All public comments received will then be addressed in a subsequent final rule based on the proposed action.
